A question comes to mind : "If commons are so good, what about the uncos ?"
Here you go.
I only list here the valuable uncos. It keeps you time reading and commenting the forgotten pearl ;-)
Truth or Tale - 1U
Instant (U)
Reveal
the top five cards of your library and separate them into two piles. An
opponent chooses one of those piles. Put a card from the chosen pile
into your hand, then put all other cards revealed this way on the
bottom of your library in any order.
Illus. Michael Phillippi
#89/301
Wipe Away - 1UU
Instant (U)
Split
second (As long as this spell is on the stack, players can't play
spells or activated abilities that aren't mana abilities.)
Return target permanent to its owner's hand.
An eyeblink later, all that remained of the tree-beast was the breeze of its momentum.
Illus. Jeff Miracola
#94/301
A boomerang like, that can't be countered. Might have seen play in PEZ in only it were cheaper to cast. Or a common. But then it would have been broken.
Might Sliver - 4G
Creature - Sliver (U)
All Slivers get +2/+2.
"The
colossal thing rumbled over the ridge, tree husks crumbling before it.
The ones we were already fighting howled as it came, their muscles
suddenly surging, and we knew it was time to flee." -Llanach, Skyshroud
ranger
2/2
Illus. Jeff Miracola
#205/301
Pendelhaven Elder - 1G
Creature - Elf Shaman (U)
{T}: Each 1/1 creature you control gets +1/+2 until end of turn.
The
elder who carries the ancestral mantle of Jacques le Vert is tasked
with his ancient mission: to protect the creatures of Pendelhaven.
1/1
Illus. Pete Venters
#209/301
Here is something interesting. I don't know if it could be an alternate fifth unco in ElfClamp, but there would be a good interaction with the whole mecanich of the deck. Or not, since you have Wirewood pride and Timberwatch elf.
Firewake Sliver - 1RG
Creature - Sliver (U)
All Slivers have haste and "{1}, Sacrifice this creature: Target Sliver gets +2/+2 until end of turn."
"They
are here, and they are hungry. And what they do not eat, they burn.
Yavimaya is lost. We must leave now for Skyshroud." -Edahlis,
greenseeker
1/1
Illus. Anthony S. Waters
#238/301
I would have trade the "+2/+2" and "target sliver" for a "+1/+1" AND "all slivers". But this is still very good, since it makes every sliver a living Fires of Yavimaya.
Ghostflame Sliver - BR
Creature - Sliver (U)
All Slivers are colorless.
"This
breed is on the cusp of evolution. It burns away the markings that
connect it to a queen that no longer heeds its call. It seeks a new
master. Perhaps I can give it one." -Freyalise
2/2
Illus. Luca Zontini
#239/301
Colorless ? Again ? What for ? Oh, well I guess a BR sliver deck would love to avoid this Obsidian and Crimson acolytes...
Locket of Yesterdays - 1
Artifact (U)
Spells you play cost {1} less to play for each card with the same name as that spell in your graveyard.
Every
hour, at the turning of the glass, its owner had whispered to the
locket, seeding it with secrets. This would be her legacy, her memory,
if the rifts should take her.
Illus. Dany Orizio
#258/301
In the end, as you can see, Time Spiral doesn't bring any Uncommon spoiler. But maybe it will help a good sliver to come out. You've seen something worthwhile that I missed ? Leave it in the comments !

Locket of Yesterdays seems like it has some utility in PEZ, particularly in combo decks that rapidly cycle through its library. On the whole, unfortunately, the uncommons we're seeing in Timespiral are not significantly better than the commons.
The card that most impressed me is Urza's Factory. It doesn't come into play tapped and can continually generate creatures as an instant. Another plus is that, as a one-of, it can be tutored for with Crop Rotation.
The high cost to create creatures is big - however, in a control deck, it can start dropping creatures right before the untap step. It's possible that this card could see play in UG Tempo - or some deck with an emphasis on slowing opponents down.
