Do you remember the good ol'time whent the main question agaisnt a blue player was : "Do you have 2 untapped islands ?" in fear of a Counterspell.
This deck brings this ol'time back, for the best... or the worse. The idea is to play an Isochron Scepter imprited with the best solution : Hurkyl's Recall against affinity, Lull against any aggro, BEB against IsoBurn...
There also are some 1cc answers for turn 1, like BEB, Disrupt, Vision Charm, just to stop the combo player playing all alone too early.

The engine can turn to a lock with a Memory Lapse or Disempower imprinted Scepter.

This deck is quite frustrating to play against, since its main action is : "No, counterspell". You will notice that almost all the cards have a 2 CC, making them reachable by Muddle the Mixture.

You basically win the game either by having it offered by a disgusted opponent, or by putting in play another Scepter, this one with Vision Charm. You then choose the "4 cards from library to graveyard" option, and keep waiting. A slow, very stable deck, needing a few testing but quite less than any other deck : as you basically counter the main threats of your opponent, you just have to know what these threats are.
